Professor Nocera at MIT , google it, his lab found that a pinch of cobalt and phosphate causes oxygen to be broken off the water molecule using only 1/3 as much electricity. a pinch of cobalt and phosphate in the water, then turn on 1.5 to 1.6 volts for an hour or a day in order to get the two to form a thin film dark coating on the positive electrode. Its a big deal, and MIT is running with it. Where can I buy cobalt and phosphate? email is prime3end atty yahhoooooooo. comms
